China Eastern Corporate Aircraft Company now qualified as aircraft custodian
A few days ago, after an intense 3-month approval process, China Eastern Airlines Executive Air successfully earned the certification of operation from the CAAC East China Regional Administration and CAAC Shanghai Supervision Bureau in accordance with Normal Operational and Flying Rules. On 31 March, Tang Weibin, vice director of CAAC East China Regional Administration, led a group to CES and awarded CCAR-91 Operation Specification of Aircrafts Custodian Qualification to the China Eastern Airlines Executive Air on behalf of the CAAC. This means that the China Eastern Airlines Executive Air has officially acquired CCAR-91 aircraft custodian operation qualification.
In recent years, with the rapid development of the domestic airline industry, low altitude airspace has been gradually opened and general air transport and commercial air transport using small aircraft have been developing rapidly. Tang Weibin expresses: General aviation is the basis as well as important driver for development of civil aviation. Although development between our country’s general and public air transport remain out of balance as of now, CAAC is starting to launch policies and measures to encourage and promote development of general and commercial air transport using small aircraft.
CAAC officially received the application for CCAR-91 aircraft custodian operation certification from China Eastern Airlines Executive Air on 28th December 2010. It is reported that since this date, a leading group along with a working group have been established by the CAAC East China Regional Administration and CAAC Shanghai Supervision Bureau to jointly approve the certification of operation. In strict accordance with requirements of CCAR-91 Normal Operational and Flying Rules, these groups have maintained high standards and proposed 12 drafts and 272 corrections on 16 operating manuals including the Pilot Training Outline. As a result, China Eastern Airlines Executive Air has established a set of relatively comprehensive manual data systems and a safe operation management system. After approval of the certification of operation, the working group will continue to supervise and urge China Eastern Airlines Executive Air to maintain and improve the safety of operation management through constant supervision and examination.
Tang Weibin pointed out that, China Eastern Airlines Executive Air has received the its aircraft custodian operation certification, but it takes perpetual effort to continuously ensure that the safety management system complies with CAAC regulations and company manuals after putting entering into operation. To this end, Tang Weibin proposed three requirements: First, study and implement manuals and procedures as well as pay attention to the construction of a safety culture so that staff can comply with manuals to achieve “coincidence between theory and action” in company operations; second, a safety management system shall be established to systematically carry out risk evaluation of each task , and to actively implement safety risk management; third, the relationship between safety, profit and development shall be handled judiciously—the company should always take into serious consideration that safety is the basis of achievement, especially in the primary stages of the operation.
Zhao Jinyu, vice president of CES and chairman of China Eastern Airlines Executive Air, expressed that China Eastern Airlines Executive Air has long been engaged and has rich experience as a ground service provider for executive aircraft. However, in order to extend its services to the sky, CES is eager to become a real executive aircraft company that is in charge of and manages aircraft. Acquiring CCAR-91 aircraft custodian operation certification is the first step for China Eastern Airlines Executive Air to take to the skies; while the final goals is to make sure the company complies with the Rules for approval of Operation Certification of Commercial Transport of Small Aircrafts—CCAR-135. Zhao Jinyu disclosed that China Eastern Airlines Executive Air has been required, in accordance with CCAR-135 operation specifications, to establish relevant organizational structures and operation systems. CES has now finished all preparatory work for the application for the CCAR-135 certification of operation, and will choose an appropriate time to officially submit the application to the CAAC.
Gu Qing, director of flight standards department of CAAC East China Regional Administration, held the ceremony to issue the certificate. Wan Xiangdong, chief CES pilot, and Feng Liang, chief CES engineer amongst others attended the ceremony.
